Microsoft removed it from Office and said it was going to stay as a Windows 10 product moving forward, but I'm in a unique position where my hands are tied without the option to get it from the Microsoft Store blocked by policies Corporate won't lift.

If you don't install it with the default OS installation, the Store is the fallback where you can get it later. Considering it gets installed from the Microsoft Store over the internet, there has to be a way to get an image to install local that integrates with the system. The package that is downloaded from the Microsoft store perhaps? I'm not really sure how that integrates over the wire. You can install it independent of Office any time.
